There was an error verifying the passcode of your iphone

Im trying to update my apple ID settings after a phone reset, but when I have to type in the old passcode, I get the error "There was an error verifying the passcode of your iphone". I know it's correct, because when I try a code I know is wrong, I get a different message.

Help please.

iPhone 6s, iOS 13
