Lost previous Apple ID for Apple Watch

I am currently trying to use an old Apple Watch that was previously my brothers. He doesn’t remember his old Apple ID and uses a new Apple ID now. We have tried several of his emails that would possibly be linked but are no longer linked. How can I recover the Apple Watch from the Activation Lock if recover at all. Thanks
