3 modes on airpod pros

Can someone explain the noise cancellation, transparency, and off modes on the airpod pro's?

i know you can toggle between the 3 of them but i dont understand the off option. it sounds exactly like the transparency mode.

"Off" does nothing. "Transparency" specifically lets outside sound in.
