Recovery of photos deleted from iCloud

Good day,

Is it possible to recovery photos permanently deleted from my phone and iCloud? I signed into my iCloud and I noticed that all the photos downloaded onto my phone (well so I thought). So I went on a deleted spree and deleted almost 3000 photos from my library and from deleted items. I eventually realized that it said ‘this will be deleted from your icloud’ and I stopped. I really want to get back those photos. I have photos of my daughter there that I have haven’t gotten to print as yet, is it possible to recover them?
