I've been having this same problem as well. Sign-in isn't working on any of my devices, and when I tried to contact support, I got error messages saying that it wasn't available for any of my devices. Very frustrating. After looking for forever, I was able to find this page. If you look at the system status, it says that right now there are issues for iCloud sign in for some users. I'm assuming this is related to all the issues we are having, so I'd keep an eye on that.

It has nothing to do with an update. It's an iCloud server issue. Apple is aware of the issue. It is now showing as a problem on the Status page.

People are beginning to report being able to sign in again.
Something is going on with iCloud login. I just called support and they directed me here: https://www.apple.com/support/systemstatus/. Notice the yellow diamonds.
UPDATE: Was just able to login on my phone.
I was having this issue as well after updating my apple watch. I couldn't sign into my icloud or phone. I had an update for my iphone that I didn't know existed. Once I updated my phone the error message stopped and I was able to log into icloud again.
I reset the password. Log onto icloud from a pc and tried to log in using old and new password. I said i forgot my password on icloud.com and then it prompt me for the two factor I went back onto mu phone tried to reenter my pass to get the code then I reset it once again. Cleared and reset my network settings and then again reset my password. It then cleared and work. I do not know what helped but this is all my steps. I hope this helps everyone or someone.

The problem was caused by a server issue that Apple fixed two days ago.
There is an issue at Apple's end. Do not make changes to your device.

I JUST DOWNLOADED THE UPDATE ON MY PHONE. ITS FIXED.
I was able to sign in on both phone and watch and now waiting for MacBook to catch up as well
Update on mine. I was noticing this on my Apple TV. Ran the latest TVOS update and it resolved it. Run the 13.5.1 update on your phone. I have a feeling it'll resolve that too.
I called Apple Support. They said the iCloud server is down and to try again in a couple hours.
