Apple Watch 3 Cellular Status Connection> No Connection

I have had my Apple Watch 3 for two years and enjoy it. It used to receive and initiate cell calls. Lately, it no longer shows a cellular connection without my phone nearby. I've checked my settings and everything appears to be correctly setup. The cellular icon is never green and there are no 'dots' to indicate service strength. Even now, with my phone on, right next to it, the icon is white. Am I missing something in its setup? Is it malfunctioning?

Thank you for using Apple Support Communities. I understand you are having issues with your Apple Watch using cellular. I'd be happy to assist.

A great first step would be to unpair your Apple Watch and pair it again. While going through the pairing/setup process you will be able to activate your cellular plan.

I unpaired and repaired my watch and nothing has changed. I reset it to factory settings. Both my phone and the watch have the latest updates. (I actually had a horrible time with this. It took a couple of hours to re-pair.) I've tried to reach someone at AT&T for help but have not been successful. I think it probably has something to do with them, but naturally they do everything in their power to keep customers from speaking to a human being who speaks English as their first language.
