I got a bill from Apple but I made the purchase by mistake. When I went to cancel it read that there is no receipt? How can that be?

If you made a "purchase by mistake," it will be in the purchase history of your account and you can request a refund: Request a refund for apps or content that you bought from Apple - Apple Support
If it is just an email trying to scare you, delete it.

Are you sure the email was really from Apple?

I did do that but it stated that there was no receipt for this purchase. This purchase doesn't have a receipt I could do nothing else but the email tells me I have a receipt. Very strange
Yes I did spend the money. All info is correct but no receipt. Will have to call them. Thanks
