My husband bought iPads from Goodwill and while it was indicated they were unlocked, they are all iCloud locked. Goodwill has offered no help and insists they don’t sell locked items.
Contacting the previous owners is not an option. What can we do to unlock these items?

Goodwill's Method of Returns:
I think Goodwill only gives store credit nowadays for returning purchases. So, expect that to come up upon return.
Ask Goodwill:
No one here can speak on behalf of Goodwill - that would be their call.

The only way to remove those Activation Locks is to have the owner login and remove it. You should return the items to Goodwill for a refund.
Hopefully I will get someone more understanding. The first person I spoke with was determined to convince me I was wrong. He said Goodwill only sales unlocked iPads. When I tried explaining to him the iCloud was locked he was curt and kept insisting the pads were unlocked. One iPad even says Goodwill iCloud. I’m going to try again today.
Exactly. They were unlocked in the sense there was no initial lock. However, they are each iCloud locked and therefore we are unable to use them appropriately. There is a bypass that will allow you to play certain games and get on the internet, but you cannot personalize it in any way.

You’re most welcome. I know it can be, but hopefully Goodwill would be willing to take them back and issue a full refund. Simply explain to them about the Activation Lock.

Locked could mean several things.
Locked with an unknown passcode
Locked to a carrier (no iPad is)
Activation locked
