Backup and iCloud plan upgrade not working

My phone and iPad do not allow me to upgrade. When I click change storage plan, nothing happens. I also can not backup my phone even after deleting my iPad backup and creating more space. I’ve force quit settings and restarted the device. How do I fix?

If you cannot create a backup - If you can't back up to iCloud or restore from iCloud backup failed - Apple Support. If you're having trouble upgrading your storage, try restarting the device -- Restart your iPhone - Apple Support.
