Prevent Cross-Site Tracking OFF but still can't access site

I have a web site that passes cookies from one site to another and I need to be able to access this. I am on an iPhone 6 with iOS 12.4.7 (the latest for this device). I have tried both Safari and Chrome and neither will allow me to access the site correctly.

In Settings > Safari > I have turned OFF "Prevent Cross-Site Tracking" and the "Block All Cookies" is also off.

I have been unable to find any setting for iOS Chrome to turn off.

Is there another setting I am missing that I need to turn off that will allow access to the site that uses cross-site cookies?

Try to clear history and WebSite data and then try again.

Sorry, I should have put that in my original post. I have tried clearing website data from both Safari and Chome on the iPhone and no luck. What is also interesting, I can access the site from an iPhone 11 Pro Max with these setting off. It is the iPhone 6 that, even with the setting off, will not allow access.
