App Store not accepting Apple Pay

When I tried to buy an app in the App Store with my newly created Apple Pay acct it wouldn’t recognize the payment. The explanation said there was not a card in my wallet and to make sure the card and the store front matches? I’ve used this Apple Pay online for a couple of purchases already and they went through ok.
