Preview - zoomed to fit default on open?

I believe Preview used to have a preference you could set to open images/PDFs zoomed to fit the window size. In the current version, the choices for both images and PDFs are only

Define 100% scale as:
1 image pixel equals one screen pixel
Size on screen equals size on printout

No matter which of those two choices I select, my any image or PDF I open comes up looking like this:

So I then have to zoom in several times in order to see it at a proper/readable size.

How can I get it to open files with the default zoom level big enough??
