Can’t send or receive text from a new iPad Air to an android phone.

is there a trick or do I have some settings wrong.

I'm going to assume you are an iPhone user? If you are, you need to use Continuity Services. See this link and open the section about Texting Message Forwarding --> Use Continuity to connect your Mac, iPhone, iPad, iPod touch, and Apple Watch - Apple Support
