I have tried everything. Rebooting my phone, following a link on another thread on here, opening and closing the tabs, updating my software, literally everything I can think of and it still won’t open. Can anyone help me?

Try updating your payment information on the Apple ID account page. Then restart your iPhone and see if the changes appear.
