Payment and Shipping won't open on desktop or in iphone.
Payment and Shipping in my Apple ID won't open in my iPhone nor does it work via web browser on my desktop. I've tried restarting my phone. Still doesn't work.

You can try clicking the blue Edit payment methods in the article below. When signed in and the page loads, you will be on the credit card page. Click the Go Back button at the lower left and you will be on the address page.
