Need help with a WIRE TRANSFER - data and apps from old iPad Air to new iPad Air

I need help with a data wire transfer. I’m trying to transfer all my data and apps from my old iPad Air 2 to my new iPad Air 3 (both Wi-Fi only). My PC is down, and I’m not backed up on iCloud, so a wired transfer w/a lightening to USB3 camera adapter is my only option.

I watched a tutorial on YouTube, and it looked like a piece of cake. Unfortunately, my new iPad didn’t recognize the wire connection. I’m sure this is because it wasn’t connected to my Wi-Fi, but I’m unable to get to the settings in order to turn it on. I’ve been struggling with this for days, so any advice would be greatly appreciated.

This new transfer method, a feature of QuickStart, was introduced in iOS/iPadOS13. Are both iPads using iPadOS 13.x?

Both devices must be running 13.x for this service to be available.

The Lightning to USB3 Camera Adapter must be connected to the donor iPad - the target connects to the USB port of the Adapter using the Lightning to USB Type-A cable.

The procedure is applicable to both iPad and iPhone.

I’ll bet it’s not updated to iPadOS 13. The first time I tried to do a Quick Start, a Software Update message popped up, but I didn’t have a chance to update.
