Thank you for reaching out at Apple Support Communities today. If I understand correctly your Apple Watch isn’t loading the data from your Activity app. It sounds like you’ve done some incredible troubleshooting with restarting both devices and checking the settings.
Have you tried unpairing and setting up your Apple Watch again? What about creating an iCloud backup of your iPhone and restoring the backup? If not, let’s try those to see if they work.
