Is "Significant Locations" still tracking your location even with "Location Services" disabled?

I turned off "Location Services", yet I am being told from someone tracking me that they are still able to see my location. How is this possible?

nless you have shared your location with someone, they cannot track you at all.

If Location Services is turned off, then there is no way for anything on the device to track you.

If you have another device, you may be sharing the location form there and not your iPhone.
