Apple watch 3 panic button

My dad is disabled. And i want to get him a panic button, so when he falls he can hold an button and it will send a location and message to your choosen contacts. But if i am correct it always first calls te emergency services. Can this be turnt off? And still send a message and location to chosen contacts?
