Updating to iOS 9 and above

I wanted to download a free offline music player on the App store. When I tried to download any it either says the iPod is not compatible or I need iOS 9 or above. I have updated my iPod touch generation 4 and it says the software is the correct version and I cannot find how to update to a higher iOS. Can someone help me to help to update to an iOS 9 and above or know of a free offline music app of iOS 6.1 please

The ipod can be updated no further so your options are to buy a new ipod that can run a newer operating system or find an app that can be run on iOS6.1 (bear in mind that the current ios is 13 so you’re looking for something that accommodates an operating system years out of date.
