I restarted my MacBook and suddenly I’m getting horizontal lines through my screen with a rapid flickering of the lights and random dimming of the entire screen. Safe mode and clearing Pram didn’t work. The picture shows the lines I am seeing. The screen also freezes, where my mouse won’t move for 2-4 seconds at a time.

Since you have already tried safe mode and reset the PRAM, I would reach out to Apple Support to see what your options are.
