two users on one ipad
how do I set up my ipad so that my wife can use it, too.

The iOS/iPadOS user paradigm assumes that iPad and iPhone are single-user devices.
Whilst multiple users can “use” the device, these devices are not intended to support multiple users, or multiple user login, as you may otherwise be accustomed when using other desktop/laptop computers.
