how do you restore the phone and instal iOS

I factory reset the iPhone 6 plus. It allows me to pick what language, country, wi-fi network, then it sends me to a screen that says activation error. "Activation could not be completed.Please restore the phone and install the latest version of iOS and attempt activation again. If the problem persists, please contact customer support." HELP...what is the steps that I need to take to fix this?

The best thing to do right now is contact support, you can click "Contact Support" top right corner of this page and follow the leads until you reach the Phone or Chat options.

They are very busy right now so you may have to try a few times, also some options are not always immediately available, but will become available as demand decreases.
