If you cannot successfully activate over a Cellular or WiFi connection, the only alternative is to attempt activation via a PC or Mac - for which you’ll need a cable.
Similarly, it is not possible to restore a device without a PC or Mac.

Is this iPad 2 a cellular data model?
yes, it is
After starting it is showing me the hello screen,
and then it says it may take few minutes to activate
and then it says you may have to connect to iTunes
Try taking out the SIM card out of the iPad, try the activation process, again.
If successful, then put the SIM card back into the iPad.
I have tried the same but it was not activating (showing the same)
Can it be done without the cable ?
I dont have the cable to connect to my computer
