Apple pay declined

I've been happily using Apple Pay for over a year. I use it everywhere, all the time and have never had any problems. This week it started to get "Declined" at Safeway, Costco, and my small local market (places I use Apple Pay all the time). The physical card went through no problem. As Apple Pay was being declined in person it went through via the Target App no problem. I called the issuer of the Visa card and she saw "no problems" on their end. Anyone know how to fix this?
