Your Apple TV set-top box doesn’t rely on bluetooth from your TV. The box wants to communicate with the TV through the HDMI connection. There is however a bluetooth connection between the Siri Remote and the Apple TV (4th generation or later).
The remote only allows me to slide down the list and nothing else.

The Apple TV box would be what supports Bluetooth and be used in place of a built-in smart TV platform. When setting up you would navigate the list of languages and then press down on the remote's touchpad to select the language. You will then be prompted with further instructions until the unit is setup.
My apple device is not working on my 2019 LG 60" WebOS; I cannot pair my Iphone and all I get is screen with a list of languages to choose from. The remote only allows me to slide down the list and nothing else.

That is the HD model, which is still sold and operates exactly the same as the 4K model.
As above, you need to press down on the remotes touch pad to select the language. Please follow the linked articles if unsure.
The issue faced with the OP was related to figuring out the usage of the remote, specifically using the touchpad to select. Based on your post it looks like you have a separate issue that you are facing. Thank you to all you guys for helping me solve a frustrating problem (frustrating for a senior citizen somewhat slow on technical issues). Everything is working fine, my wife is happy, though the programs available on AppleTv are mostly to buy or rent. Very few own features.

Not a problem. Most content will require wither a subscription, or be purchased/rented through iTunes, that is correct. While there will be some free content, they will have caveats (i.e. limited selection, ad supported, lesser known, capped viewings etc). That would be the case on any streaming box. My model of apple tv is Model number: A1625, 32 GB. Apparently it is from 2015 and not the latest, maybe that's why
I am an idiot, I just discovered the touchpad on my remote and it's working fine. Sorry for the dumb questions
