Pending developer account

Hello all,

My name is Grigor, I em from Armenia

It has been 14 days since I purchased Apple Developer Program but my account still in Pending state. When login to developer.apple.com, it shows "To continue your enrollment, complete your purchase now."

Please help me, can you tell me what the problem is?

I have a problem with my account I face a problem when i create an Apple account for developers... a message appears containing "Sorry, you can’t enroll at this time." I want to know what is the problem?? it's about my account or what?
