If I buy a movie on the Apple TV app logged into the UAE store, could that movie be censored/modified from the original? Or are movies the same across all stores? I couldn't find any notes on the movie page that states whether or not the movie has been modified.

All content will be made available from the providers of that content, Apple's iTunes store is simply the host for that content. There will be differences in availability across different stores, based on location and licensing. If there were different versions and one of those were submitted instead then it would likely be reflected within the details. However, you are free to contact iTunes for further inquiries.
