The 10.13.2 you found is an update to High Sierra, in order to install that you need to already be running an earlier version of

High Sierra.

To move from one OS like Sierra to a new OS, likes High Sierra is called an upgrade. To do an upgrade you need to download the full installer. The full installer can only be downloaded via the App Store, which BDAqua has given you a link for.

When Apples releases a new OS it goes into the App Store as High Sierra did as version 10.13.0, when Apple releases an update

to that then version 10.13.1 gets posted on the App Store and the previous version gets deleted. This pattern continues with each earlier full version being deleted and replaced with the next, up to the last one 10.13.6. So if you click on the link provided it will open the App Store at the High Sierra download page and it will allow you to download the full installer version of High Sierra 10.13.6, it is 5.23GBS in size. That is all you need.

Did you get the 10.13.2 update from Apple - Support - Downloads you will see under System Requirements that you need to be already running macOS High Sierra 10.13.1, if it was the 10.13.2 Combo Update you can update if you were running either 10.13.0 or 10.13.1.

So to recap, How to upgrade to macOS High Sierra - Apple Support

To click on the link use Safari, Firefox does not work.

Go to Section 4 and click on Get macOS High Sierra

you will be redirected to the App Store High Sierra page

it should say Get or Download.

This will download the full High Sierra installer to your Applications folder

as Install macOS High Sierra.app it will be 5.23GBs in size and will install 10.13.6.

You do not need 10.13 it is not available for download.

Before upgrading make a full back up of your Mac.

Check that third party apps you use have updates available for the new OS.

https://roaringapps.com

Check that your printers/ scanners etc have updated drivers and software available for the new OS.

Connect your mac to your router via cable rather than rely on WiFi.

Do not use your mac while it is downloading

and do not use any other devices that share the same internet connection.

If the App Store says Open then it is detecting a previous download of the install app

go to the Applications folder locate Install macOS High Sierra.app.

Move it to the Trash, empty the Trash.

Restart, click on the link again, the App Store should say ‘Get' or 'Download'.
