Does my new iPhone 8 need a SIM Card to download iOS 13.5.1 during a data transfer?

I recently got a new iPhone 8 because my previous one broke. I started the data transfer that says it should take about 25 minutes. During this, it needed to download iOS 13.5.1 so I said install now and it's been loading for about half an hour. I would like to know if this is because my new iPhone doesn't have a SIM card.

You need a SIM card in the phone to activate it. It should NOT affect downloading an update, but once the update completes it will need a SIM card.
