I'm running MacOS 10.15.4. No matter what other app I have active, Finder keeps asynchronously becoming active and taking focus away from other apps within a minute or so. I can only stop this behavior by turning off my iPhone. It's very annoying. Is this a known problem?

I have seen reports that you may try to toggle Cellular Data off and on. If you are using Malwarebytes, it may also be helpful to turn off "Real-Time Protections."
There may also be a problem if "Wi-Fi Assist" is being used.
Thank you for pointing me in the right direction. In my case, I had specified that my iPhone be able to sync via wifi when connected to my home network. Turning this off stopped the bad behavior. Since this syncing is supposed to essentially be a background behavior, it really should occur without causing Finder to grab the focus; therefore I believe this should be considered a bug.
