Hi I bought a used iPad online dosnt allow me to register my info it says original owner has used find my iPhone to link Apple ID says to contact original owner but I don’t have that info how can I unlock this and put my email and password

You cannot. It sounds like that device may not have been the persons to sell that sold you the device. If you aren’t the person that attached it to the Apple ID that it is registered to, then without them removing it, there is no way that you are going to be able to use the device.
