Has anyone successfully uploaded a new podcast to podcastsconnect or itunes podcast??

Yes.

Make sure that you are signed in in the iTunes Store, that you have a payment method registered there (though podcasting is free), and that your computer is authorised for iTunes. Then clear your browser's cache and try again.
