Not able to setup Ipad

Hi All,

I am facing while setting up my IPAD. I forgot my login password and had to go for factory reset setting.

Now while setting up, it asks my other device iphone X passcode .

But when i use the current 4 digit pin passcode configured on Iphone, it gives me Incorrect password error. After multiple tries, it locks the apple ID.

I dont know how to move forward from here.

Please help, how to setup the Ipad now.
