Why can't my family see the family iCloud storage?

I just upgraded my iCloud storage. I can see the newly updated amount of storage. My family, just one other member as an adult, who is listed on the account under Family Members does not see it.

I purchased the extra storage for backing up iPhones.

My iPhone sees and is using the extra storage.

The other family member is not seeing it.

For some reason, a couple of days after I purchased the iCloud storage plan, it finally showed up on my wife's iPhone.

So I did everything correctly. It just took some time to propagate through the system.

I tried to purchase Family Sharing, yes. I thought I did.

I have a different Apple ID for iTunes than what I have for iCloud, which used to be Mobil Me. That decision was made a long time ago for reasons that don't matter in this context.

Apple doesn't let you the change email address for an Apple ID if your ID is based on an .me account. Apple is not very nimble with how Apple IDs are administered.

I have family sharing for iTunes. It seems I can't have family sharing for my iCloud account if that account is not the same as my iTunes account.

Why can't my family see the family iCloud storage?
