iCloud Photos Options Missing on Win10 PC

I have always been able to go to iCloud Photos\Downloads on my Win10 PC and see the photos that I have saved on my iPad and iPhone. Today the files are not downloading. I uninstalled and reinstalled iCloud on my PC and signed back in but still nothing.

I am running the latest version of Windows 10 Version 1090 (OS Build 18363.836)

Per the iCloud support site, I should see these options in my iCloud Photos:

iCloud Photo Library

My Photo Stream

Download new photos and videos to my PC

Keep high efficiency original if available

Upload new photos and videos from my PC

iCloud Photo Sharing

but the only thing I have is this:

If I go to iCloud.com and sign in, I can see al of the photos there just not on my PC.

Windows, Windows 10

Well, I got it working. I uninstalled iCloud and then downloaded and installed the Win7 version from Apple and installed it on my Win10 machine instead of the Win10 version from the Microsoft Store.
