I want to setup fall detection on an apple watch for my father-in-law but I want to be the person that gets called, not emergency services. Will this option be offered in the near future?

My father-in-law is extremely high fall risk. He lives with me and my wife and would like for this feature to alert one or both of us so that we are notified instead of it immediately calling emergency services. What's typically happened in recent past is that he'll stay on the ground until we find him instead of calling out for help. It's not that he needs urgent medical attention, he simply doesn't call out for help and can't get himself up. It's happened a few times where he'll get out of bed around 2 am or stays up late and will fall after we're already in bed asleep. We've had a hard time getting him to wear the alert devices that go around the neck or one that he would have to carry with him. He has Alzheimer's and either doesn't remember to put the device on or simply doesn't like to. I'm hoping he would keep an apple watch on all the time and not take it off since he's used to wearing a watch anyways. The reason I want to be able to bipass a call to emergency services is because I don't think he'd be able to cancel the call on his own.
