Your local media files can be accessed through Home Sharing.

Use Home Sharing to share media from a computer to other devices - Apple Support

Home Sharing is not available on third party devices with the Apple TV app.

Home Sharing to an Apple TV set-top box requires the Computers app to browse the content.
