HEIC files are 125K - How do I up the resolution and export in 300 jpgs?

Before the changed the setting on my phone to shoot in jpg I have a number of HEIC files that are so compressed as to almost being unusable - 72 dpi. Is there a solution to increase the file sizes so I can edit and send in decent quality. I have an 11 on an iMac Catalina OS. Ans maybe there is not solution. Help!

DPI is simply a measure of pixel density. It really means very little until you go to print. Print at a large size your DPI will drop. Print smaller it will go up.

There is no way to add data to a file to make it better quality.

You're quick. Thanks. The dimensions are 852x1280 165K. Here's what I'm doing. I'm taking remote photos through FaceTime. I've done this with a client who had a 10 and have great success. Turns out the client on the current project was using an 8. Through FaceTime if the phone is set up take a photo with the right settings the photo of the person on the other end will download to my iCloud account. The quality is inconsistent. Does it have to do with the 8's camera/resolution perhaps? So, then, is there a way to export an HEIC at a higher quality.
