When I choose to look for files in iCloud is says “0 files“

I was having a problem downloading a file from iCloud and I followed the instructions for solving a “Waiting to Download” issue I was having. I did a soft reboot, a hard reboot, and neither solved it. I then tried step 3 which said to stop iCloud syncing. I did and I turn syncing back on. Now all of my files in the cloud are missing. When I choose to look for files in iCloud is says “0 files“. How do I get my file back and solve the “Waiting to Download” issue?

Leave the device plugged in and connected to WiFi and see if it downloads.
