Transfer data between two ipads

How can I do this without Quickstart? I can use icloud to backup the old device but I don't see a way to restore or copy from that backup to the new device. I'm surprised I haven't been able to find anything that tells me how to do this without Quickstart. I can see the backup I want to copy / restore from on the new device but I don't see anyway to get it to restore onto the new one.
