Does you mobile hotspot work with other devices? Some Cellular Carrier plans do not enable (or sometimes restrict) use of hotspot tethering.
If you hotspot is known to work with other devices, resetting your iPad Network Settings may resolve the problem:
Settings > General > Reset > Reset Network Settings
