I bought my wife a new iPad. Her Apple ID is different than mine. Mine is used for my Apple TV. How do I get Apple TV for 1 year since her ID is not associated with our Apple TV.

How do you get the free Apple TV+ for 1 year if the new iPad Air you bought is for your wife who has a different Apple ID.

Apple TV HD, tvOS 12

The offer is tied to the device, and once claimed it becomes available to all devices signed in with that ID. If you had a different device not associated with that ID then you would only be able to take advantage if you also bought a qualifying device and your ID wasn't associated with hers through Family sharing.
