My IPad 12.9 2018 won’t shut down by top button. I have to go into settings /general and choose shut down. Is there a way to get the button working ?

Apparently you’re talking about an iPad Pro 2018. Yes, the top button no longer shuts down this model. You need to hold the top button along with a volume button (or use the Settings method you’re using).
