How to redo a purchase in the App Store?

Hi, when I was trying to download Procreate in my iPad, there was a problem with the purchase details. Now the App Store is showing that the app has been purchased, while Procreate is not downloading in my iPad. My credit card has also not been charged.

How can I repurchase the app properly?
