Cannot add more iCloud Storage

Hi,

My name is Audrey Fabiny. I just upgraded phones to an iPhone 11 Pro Max. I am unable to transfer and back up my phone because of limited iCloud storage. When I click on the button ‘upgrade’ it does not take me to any other prompts. I have exited out and entered back and it is continuing to do the same thing.
