Hi, I am unable to disable Limit Ad Tracking it keeps appearing in grey and I have already tried to sign in and out of my Apple Id account and have already checked all my configurations and there seems to be nothing out of the ordinary.

Does your iPad have any restrictions set or any configuration profiles installed?
Settings > General > Profiles
If you do not see a Profiles pane in Settings then your device does not have any profiles installed.
Settings > Screen Time > Restrictions
Do you also use Family Sharing?
