Old iPod questions

I am trying to upload music to an old iPod shuffle touch for my grandma and am having issues because I have Apple Music. Is there any way around this? I am unable to turn on the cloud settings because its such an old iPod. Do I need to actually purchase all the music she wants or is there a way to convert it to an mp3 setting?
