Apple Event: May 7th at 7 am PT
Any photos I take on my iPhone are automatically uploaded to my MacOS photos tab against my will. I am also not using iCloud photos, so I am wondering why this is happening. I do have photo stream setup, but I even photos that aren't in my photo stream are showing up in my photos "all photos" tab.

If you have My Photo Stream enabled on both devices, that's almost certainly what is doing it. I believe that Catalina auto-imports pictures from My Photo Stream on receipt. (Catalina changed the rules. This I gather by reading reports here. I use iCloud Photos, not My Photo Stream.)
