Music library not being uploaded by iTunes Match in Catalina

My music library is not being uploaded by iTunes Match to allow access to the Music Library on all other devices. Sync Library is turned on for all devices, all are on the same ID, same wifi network and all are connected to the internet.

The iMac is running Catalina and all devices have the latest software version.

Newly downloaded songs are shown on 'Recently added', etc., but they are not available on any other device.

I have read countless occurrences of this problem.. Has anyone found a credible solution? Surely Apple have revolved it by now!

The Status icons indicate that the songs are 'waiting' and File>Library>Update iCloud Library produces the following -

'Genius Results can't be updated because iTunes Store doesn't recognise your music library'

'Please choose File-Library-Turn off Genius to turn off Genius then turn it back on again'.

However such an option is not available.
